barring UN monitors from checking on restive al-Heffa.
At least 86 people
were killed and more than 100 wounded in attacks this week by government forces
on the township of about 30,000 set in rugged countryside near Syria's seaport
city of Latakia and the border with Turkey. Forty of the injured have reportedly
been moved to Turkey.
